After self-inspection, local preliminary examination, and expert verification, on January 15, 2018, the Ministry of Industry and Information Technology proposed the second batch of revocation and rectification. The list of enterprises for the announcement of iron and steel specifications is publicized to the public and opinions from all parties are heard.
In the dynamic adjustment of this specification, the proposed cancellation of the 19 enterprise specification announcement qualifications mainly involves the following situations: first, the steel companies that have been included in the steel capacity reduction task, the smelting equipment have all been shut down and sealed, or the steel enterprises have withdrawn as a whole; Other companies that regulate the merger and reorganization of enterprises and have been written off; Third, due to market reasons, the company has stopped production for one year or more and still has not resumed production. It is unable to maintain the basic conditions necessary for normalizing the normal production and operation of the enterprise. Fourth, it obeys the needs of urban development. List of steel companies to be revoked
The revocation of the normative qualifications indicates that there is a large gap between these companies and the regulatory requirements. It does not mean that these enterprises cannot perform steel production and operations. Except for some companies that actively withdraw from the steel industry, all localities must classify companies that do not meet the regulatory requirements of the steel industry as supervision. Focus on strengthening law enforcement supervision. Enterprises that fail to meet environmental protection, quality, energy consumption, safety, technology and other laws, regulations, and policies require comprehensive application of laws and regulations, economic, and market methods to promote their exit or transformation and development. For enterprises that have revoked the normative announcement qualifications, if they can continue to standardize their production and operation in accordance with regulatory requirements, they can, in principle, apply for compliance with the Steel Industry Specification Requirements 12 months from the date of revocation of the announcement.
The 12 companies are scheduled to be included in the list of rectifications. The following major rectifications are present: First, there are unregulated exhaust emissions, excessive discharge of pollutants, emission reductions from emergency production limits, and inadequate implementation of wind and dust suppression measures. The law enforcement supervision ordered the rectification; the second was a major safety production accident, which caused many casualties, and the safety law enforcement supervision and supervision ordered the rectification; third, the special energy supervision was ordered to rectify within a time limit; and fourthly, enterprises that did not submit the company's self-examination materials on time.
Enterprises listed on the list of standardized rectification must comply with the rectification requirements for environmental protection, safety, and energy consumption, and timely rectification should be carried out within the prescribed time limit. Enterprises that have already rectified in place must learn lessons and earnestly implement regulations in accordance with laws and regulations. . Relevant enterprises should take the initiative to provide feedback on the implementation of the rectification to provincial-level industrial authorities and the Ministry of Industry and Information Technology.
